Since 2004 the National Probation Service is now headed by the National Offender Management Service, following a Treasury and Home Office Review (the Carter Report), where a holistic approach to offender management was advocated.

NOMS is an umbrella organisation that ensures that offenders are managed in a consistent and coherent way, thereby receiving a seamless transition throughout their sentence - from prison to the Probation Service. For more information about NOMS, please visit: www.noms.homeoffice.gov.uk
